Breaking shockwaves across Washington: Canada has formally joined the European Union’s €150 billion Security Action for Europe, becoming the only non-European country granted full access to the bloc’s most ambitious rearmament initiative. Signed in February 2026 by Mark Carney, the agreement redirects billions in future Canadian military spending away from U.S. defense contractors and into joint European weapons production—locking American firms out of NATO-linked procurement pipelines they once dominated.

Security Action for Europe was designed after Russia’s invasion of Ukraine exposed a dangerous reality: European militaries depended too heavily on American weapons, parts, and maintenance. Canada’s access is unprecedented. While countries like the UK and Australia sought limited roles, Canada negotiated full participation—allowing Canadian firms to bid on EU-funded contracts and join multinational procurement groups. The price of entry was reportedly only in the millions, signaling that Brussels wanted Canada inside the tent. Europe gains Arctic expertise, maritime surveillance, cyber capabilities, and access to critical minerals. Canada gains scale, technology transfer, and a defense supply chain no longer controlled from Washington.

The most immediate impact is submarines. Canada’s aging fleet must be replaced, and for decades the default option was American-built systems. Now, Canada can co-develop next-generation submarines with France and Germany, tailored for Arctic operations, with domestic construction and maintenance. Similar shifts are underway in cyber defense and electronic warfare, where Canadian systems will integrate with European networks rather than relying exclusively on U.S. platforms.

For American defense contractors, the numbers are stark. Canada spends roughly $15B annually on defense, with about 75% historically flowing to U.S. suppliers. If even 30% of that shifts through EU procurement channels, Washington faces tens of billions in lost contracts over the next decade. Companies like Lockheed Martin and Raytheon lose not just sales, but long-term supply chains, maintenance work, and political leverage that came with treating Canada as a captive market.

Politically, the deal reshapes NATO. NATO has long been U.S.-dominated, giving Washington outsized influence. By aligning with Europe’s independent defense base, Canada signals that NATO membership no longer means automatic dependence on American industry. Former U.S. president Donald Trump, who repeatedly threatened NATO withdrawal and questioned allied commitments, now faces the consequence: allies building alternatives. Canada didn’t abandon the U.S.—it bought insurance. And that insurance just rewrote the balance of power inside the alliance.
