Trump Threatens to Block Canada’s $6.4 Billion Gordie Howe Bridge, Prompting Carney’s Measured Rebuttal

DETROIT — President Donald Trump has threatened to block the opening of the Gordie Howe International Bridge, a $6.4 billion crossing over the Detroit River that Canada financed entirely on its own, reigniting trade tensions and drawing sharp pushback from Canadian Prime Minister Mark Carney and Michigan officials across party lines.

In a February 9, 2026, Truth Social post, Trump claimed Canada owned both sides of the bridge and suggested the United States deserved compensation before it could open. He linked the threat to broader grievances: Ontario’s ban on American alcohol sales in provincial stores, Canada’s dairy protections, and Carney’s recent trade agreement with China that reduced tariffs on Canadian canola from 85 percent to 15 percent, unlocking an estimated $7 billion in new export opportunities. Washington labeled the China deal hostile.

The assertion quickly collided with documented facts. Under a 2012 bilateral agreement negotiated with Michigan’s then-Republican governor Rick Snyder, Canada funded the full construction — including the span, customs plazas, highway connections and supporting infrastructure — while Michigan received joint ownership without contributing any upfront capital. Once Canada recoups its investment through toll revenue, Michigan becomes entitled to 50 percent of net proceeds in perpetuity. American steel and workers were used on the Michigan approach. The U.S. Department of State issued the required presidential permit in 2013. In 2017, during Trump’s first term, he and then-Prime Minister Justin Trudeau issued a joint statement calling the bridge a “vital economic link.” In 2019, Trump signed legislation that included $15 million in U.S. customs funding for the project.

Snyder, the Republican governor who signed the original deal, published a pointed column in the Detroit News correcting the record point by point. He emphasized that Michigan secured half ownership of a multi-billion-dollar asset without spending a dollar upfront, gaining long-term toll revenue while strengthening the auto industry and supply chains. Blocking the bridge, Snyder warned, would harm Michigan workers, businesses and consumers far more than Canada. “There would be one big winner if the blockade succeeded,” he wrote, “and it would not be Canada.”

Michigan’s current leadership responded with unusual unity. Governor Gretchen Whitmer’s office stressed that the bridge supports jobs, bolsters the auto sector and exemplifies bipartisan cooperation, built by union workers from both nations. Senator Elissa Slotkin cautioned that cancellation would disrupt supply chains and raise costs. Even House Speaker Matt Hall, while attempting to defend Trump’s posture, acknowledged the Ambassador Bridge is owned by an American family — the Moroun family, long-time Republican donors who spent $30 million fighting the new crossing through lawsuits and a failed ballot initiative.

The Ambassador Bridge’s limitations have long justified a second crossing. Its Canadian approach feeds into Windsor city streets, forcing trucks through traffic lights and urban congestion. The Gordie Howe Bridge connects directly to Ontario Highway 401 and Interstate 75, offering a freeway-to-freeway link that eliminates bottlenecks. A University of Windsor study estimated time savings of up to 20 minutes per commercial trip, potentially generating $2.3 billion in economic benefits over 30 years for trucking companies and industries on both sides.

Redundancy is equally critical. With only one truck-capable crossing, any disruption — structural failure, mechanical issue or protest — halts heavy traffic. The Detroit-Windsor tunnel cannot absorb the load. The new bridge provides a second route, bolstering resilience for the corridor that handles roughly a quarter of all merchandise trade between Canada and the United States.

Carney’s response stood out for its restraint. The morning after Trump’s post, he called the president directly. The conversation remained private and non-confrontational. Carney outlined four facts: Canada financed the bridge, Michigan shares ownership under the 2012 agreement, American and Canadian steel and workers built it, and he looked forward to its opening. Speaking later on Parliament Hill, Carney described the bridge as a model of cooperation vital for commerce and tourism, adding a light remark about Canada’s women’s hockey team facing the United States that day — a signal of confidence rather than escalation. He also asked U.S. Ambassador Pete Hoekstra, a Michigan native, to help maintain constructive dialogue.

The White House issued a follow-up statement calling it “unacceptable” for Canada to own the bridge fully — a claim already contradicted by Michigan officials, Snyder’s column and the text of the 2012 agreement. Washington appeared to be operating from a version of the arrangement that did not align with public records.

The episode highlights how infrastructure can become entangled in larger trade and political disputes. The bridge’s economic case remains unchanged: faster transit, reduced costs, greater reliability and a hedge against single-point failure. Construction has continued uninterrupted. When it opens, thousands of daily commuters and roughly 8,000 trucks will benefit from a crossing designed to strengthen two deeply integrated economies — regardless of the political noise surrounding its completion.
