Saab is offering Canada not just fighter jets, but the keys to a global production role for the Gripen E—including local assembly, deep technology transfer, and up to 10,000 high-skill jobs through partnerships with firms like Bombardier. If accepted, Canada would assemble, upgrade, and potentially export Gripen fighters for more than seven nations, reshaping how NATO combat aircraft are built and sustained for decades.
At the heart of the debate is a clash between industrial sovereignty and alliance standardization. The Saab Gripen E emphasizes lower operating costs, rapid maintenance, and national control over software and weapons integration—qualities appealing to middle powers with vast territory and finite budgets. That philosophy contrasts sharply with the American-led F-35 ecosystem, where centralized logistics, mission data, and upgrades are tightly integrated through U.S. networks. For Canada, geography and cost have turned theory into urgency. The Royal Canadian Air Force must police enormous Arctic distances where flexibility matters as much as stealth. Ottawa’s 2022 decision to buy 88 F-35s from Lockheed Martin was initially priced at about CAD 19 billion, but official estimates have since surged toward CAD 33 billion when sustainment and infrastructure are included. Delays to key software upgrades mean full capability may not arrive until the early 2030s, forcing Canada to keep aging CF-18s in service longer than planned.

The implications extend far beyond aircraft performance.
